Budgetary and resource restraints, coupled with manpower shortages, meant the security forces could not expand quickly enough to match the guerrilla movements, and were almost always outnumbered. Rhodesian units attempted to compensate for their disadvantage in this regard by pursuing an aggressive preemptive and counterstrike strategy, raiding neighbouring states to destroy guerrilla forces in their external sanctuaries.
