==== Foreign policy ==== On June 12, 2017, U.S. senators agreed to legislation imposing new sanctions on Russia and Iran. The bill was opposed only by Sanders and Republican Rand Paul. He supported the sanctions on Russia, but voted against the bill because he believed the sanctions could endanger the Iran nuclear deal. In 2018, Sanders sponsored a bill and was joined by senators Chris Murphy (D–CT) and Mike Lee (R–UT) to invoke the 1973 War Powers Resolution to end US support for the Saudi-led military intervention in Yemen, which has resulted in hundreds of thousands of civilian casualties and "millions more suffering from starvation and disease". After the assassination of Jamal Khashoggi in October 2018 (which was ordered by Saudi Arabian crown prince Mohammad bin Salman, according to multiple intelligence agencies), his bill attracted bipartisan co-sponsors and support, and the Senate passed it by a vote of 56–41. The bill passed the House in February 2019 by a 247–175 vote and President Trump vetoed it in March, saying: "This resolution is an unnecessary, dangerous attempt to weaken my constitutional authorities, endangering the lives of American citizens and brave service members, both today and in the future." During the Gaza war, Sanders introduced several Joint Resolutions of Disapproval to block arms to Israel. All failed, but some Democrats voted for them. === Pepper spray and pests === Capsaicinoids are also an active ingredient in riot control and personal defense pepper spray agents. When the spray comes in contact with skin, especially eyes or mucous membranes, it produces pain and breathing difficulty in the affected individual. Capsaicin is also used to deter pests, specifically mammalian pests. Targets of capsaicin repellants include voles, deer, rabbits, squirrels, bears, insects, and attacking dogs. Ground or crushed dried chili pods may be used in birdseed to deter rodents, taking advantage of the insensitivity of birds to capsaicin. The Elephant Pepper Development Trust claims that using chili peppers as a barrier crop can be a sustainable means for rural African farmers to deter elephants from eating their crops. Criminologist Jane Monkton-Smith said it was particularly unusual that Norris didn't behave as if he wanted to defend himself in interviews, but instead challenged the police and acted evasively. A criminal psychologist stated that, despite Norris's prediction, it was unlikely that he wanted to get caught, rather that he merely wanted to demonstrate a sense of superior knowledge. Police noted that, in interviews, Norris showed no empathy for the women who had died or for their families, and claimed he couldn't remember any of the women.
